A small-town mayor in Dalton, Illinois, makes big news for deceptive practices of her unregistered charity and misusing taxpayer money.
Tiffany Henyard Sends Town Into Over $5M In Debt
Self-styled Illinois “super mayor” and former criminal Tiffany Henyard has spent gobs of cash from her debt-ridden small town’s coffers, burning thousands on unapproved ice rinks, constant parties and luxurious travel, and upwards of millions of dollars on pay for local cops serving as her personal security detail.
Henyard’s notorious misuse of public funds, on expenditures that include personal styling, travel, and an outlandish salary, have allegedly plunged the tiny town of Dolton into $5million of debt.
Dolton Village Mayor Henyard is a progressive Democrat elected in April 2021 and serves as Thorton Township’s supervisor. She brings home almost $300,000 for these two positions, more than Democrat Illinois Governor J.B Pritzker.
The beleaguered leader has previously lashed out at the town’s board and her constituents for criticizing her, accusing her detractors of ‘attacking a black woman that’s in power.’
Dolton is a city of approximately 21,000 people and is located about 22 miles south of Chicago and was sworn in as the Township Supervisor of Thornton Township without a second motion, something unheard of, leaving everyone in attendance shocked.
Henyard describes herself as a “super mayor” and consistently posts messages on social media suggesting God chose her. Her behavior is so wild that people are saying it is like something from NBC’s Parks and Recreation.
“The spending has become unbearable for the residents. It’s parties and a lot of events. It’s resources in reference to making it look like something is being done, but we really can’t afford it,” said Dolton, Illinois, trustee Kiana Belcher.
Mayor Henyard, a failed burger joint boss, has come under fire in recent months for her outlandish antics and questionable spending, including hiring a DJ to punctuate her points during government meetings, and co-opting cops to dance in her music videos, which have left residents and local leadership alike outraged.
“A million dollars of overtime for the police department is absurd. We can’t afford it,” Belcher added.
A news reporter was surprised at Henyard’s behavior during an interview.

Henyard, 40, had her charity shut down Tuesday by the Illinois Attorney General over alleged financial corruption. ‘Tiffany Henyard Cares’ was ordered to stop seeking contributions. Prior reporting found that Henyard used taxpayer money and the services of public employees to support the charity, which was not registered with the AG’s office.
Lawrence Gardner, an owner of a U-haul and trucking business, used to donate to her charity. ‘I made the payment,’ he said. ‘Then every year she started coming and required the same thing, and we had a problem about that.’
He reported to the FBI that he was harassed and his business was shut down, he believes, because of refusing to make a donation.
In a recent board room meeting, some of the public was not allowed in, a move that is potentially illegal for lawmakers to do.
Henyard was arrested in 2016 for “breaking into cars/trespassing. “Criminal trespass to vehicles,” charge 720ILCS 5.0/21-2-A.
In more disturbing news, back in 2021, Henyard hired then 46-year-old convicted child sex offender Lavelle Redmond as a code enforcement officer. This position requires him to go into Dolton homes and businesses to inspect them and make sure they are up to code.
Redmond spent 24 years in prison in Illinois after taking part in a brutal gang rape and beating in the Roseland neighborhood in 1991. He and three other people kidnapped and sexually assaulted two girls, ages 13 and 14.
This led to a recall effort in 2022 against Henyard, which unfortunately failed on a legal technicality despite 56% of voters casting their ballots in favor back in June of that year. Henyard broke out into a disco dance after the ruling.
