A spokesperson for the Department of Education said the 2022 Bipartisan Safer Communities Act, passed after the massacre at Robb Elementary School in Uvalde, Texas, requires the Department of Education to withhold certain grant funds from archery and hunting programs in schools.

The Department of Education defunded these hunting and positive gun-related activities in an attempt to create “safer, more inclusive, and positive school environments.”

The BSCA amended the Elementary and Secondary Education Act (ESEA), which had provided funding for hunting and archery programs since 1965.

According to the Congressional Research Service, the ESEA is the primary source of federal aid for elementary and secondary schools in the United States.

Based on the Department of Education’s decision, funding earmarked for school shooting sports programs under the ESEA of 1965 will be prohibited nationwide.

A spokesperson for the Department of Education said, “This prohibition applies to all ESEA funds. The prohibition was immediately enacted on June 25, 2022, and applies to all existing and future awards under all ESEA programs, including [21st Century Community Learning Centers]. The Department is administering the bipartisan law as written by Congress.”

One of the major concerns raised by critics of the decision is the potential impact on the mental health and well-being of students.

Defunding these outdoor programs could reduce access to communal activities that promote friendship and outdoor engagement, potentially increasing the prevalence of solitary screen time, which has been linked to various mental health challenges among youth.

Forbes magazine reports that students who participated in the National Archery in the Schools Program (NASP) were 40% more engaged in the classroom, and over 90% intended to seek more outdoor opportunities.

NASP says that 1.3 million students from nearly 9,000 schools nationwide participate in its programs.
